Co., Made in U.S.A., 4" WVintage Halloween tin lithograph spinning ratchet noisemaker. The round face is printed in orange, green, and black with a witch holding a broom, two black cats, a Jack O Lantern, and a crescent moon. The wooden handle extends from the back and spins the body against an internal ratchet mechanism. Marked "U. S. Metal Toy Mfg. Co." and "Made in U. S. A." on the face.
